6月21日至23日，廣東省委書記胡春華、省長馬興瑞率廣東省黨政代表團赴新疆維吾爾自治區喀什地區考察，深入貫徹落實習近平總書記關于新疆工作和對口支援工作的重要指示精神，實地了解廣東對口支援喀什工作情況，與新疆維吾爾自治區、新疆生產建設兵團就第八批對口支援工作進行協商交流對接。新疆維吾爾自治區主席雪克來提·扎克爾、新疆生產建設兵團政委孫金龍參加有關活動。胡春華強調，要堅決按照習近平總書記重要指示要求做好對口支援新疆工作，大力推動產業援疆，落實好重點民生援疆項目，支持新型城鎮化建設，全力以赴完成好中央交給廣東的政治任務。

在兩省區和兵團領導共同見證下，廣東衛生援疆工作框架協議、共建喀什（廣東）紡織服裝產業園合作協議等51個合作協議簽約，涉及項目總投資55億元。其中，兵團草湖產業園三期40萬錠紡織項目總投資16.5億元、解決就業2000人，建成后草湖產業園產能將達100萬錠，規劃到2020年總規模達200萬錠，成為全國乃至全世界*高端紗線生產基地之一，并為南疆紡織服裝產業的快速發展奠定基礎。

兵團草湖200萬錠廣東紡織服裝產業園是廣東省重點援疆項目。為響應中央號召，2014年廣東提出全力支持建設紡織服裝產業園，發展紡織服裝產業，通過產業帶動就業。2015年，在廣東省委省政府、新疆建設兵團黨委的高度重視和大力推動下，由廣東省援疆前方指揮部牽頭，由東實集團與以純集團、圖木舒克市興紡公司合資，注冊成立東純興公司（東實集團控股）。該產業園位于新疆生產建設兵團第三師草湖鎮，是由東莞市牽頭援建的廣東省重點援疆項目，規劃總規模為200萬錠。

2017年5月21日，首期30萬錠項目全面投產。首期項目總投資約13.1億元，占地約372.8畝，項目采用全國**、世界先進的生產及檢測設備，年產棉紗可達約3萬噸，帶動152 0173 3840余人實現就業。二期30萬錠項目總投資約9.78億元，占地282畝，同樣建4個廠房，已于今年3月動工建設，計劃2018年春節前整體投產。二期項目引入國內棉紡織業龍頭企業德州恒豐集團作為合作伙伴，由東實集團、恒豐集團與圖木舒克市興紡公司三方出資成立東恒興公司（東實集團控股），作為項目的運營公司。2017年6月22日，三期40萬錠紡織項目正式簽約。
